first quarterly meeting of CVHRDC and research proposal presentation, evaluation, and mentoring on

January 29 - 31, 2018 at Taj Hotel, Tuguegarao City, Cagayan.

The Department of Science and Technology (DOST) Region 02 spearheaded the conduct of the first quarter meeting of the Cagayan Valley Health Research & Development Consortium (CVHRDC) and Research Proposal Presentation, Evaluation, & Mentoring at Taj Hotel, Tuguegarao City, Cagayan, January 29 - 31, 2018.

The members of the said consortium meets quarterly to address the current health concerns of the region to come up with ideas and strategies that will improve the health status and quality of life of the people in Region 02.

CVHRDC aims to localize solutions to the region’s health needs by continuously extending their support to research enthusiasts through financial and provision of trainings and mentoring sessions to conduct research studies that will contribute in resolving problems in the healthcare system.

DOST Region 02 represented by Dr. Teresita A. Tabaog, assistant regional director for Technical Operation Services, said that “consortia like CVHRDC were created to form S&T partnership between and among members not only for the good of individual institutions but for the benefit of the region as a whole”.

Their researches, she said, can be patented to be used for startup projects and be commercialized for the improvement of the economy of the region.

During his opening message, Dr. Brian Niño Galapia, vice chair for R&D Committee, he emphasized the role of the consortium which “provides support to health researchers through mentoring and funding their research studies as a way to encourage them to pursue higher learning and for them to continuously think of innovative ideas for health that will benefit the communities in the region.”  

Dr. Julius T. Capili, CVHRDC executive director, presented the CVHRDC’s vision, mission, and goals and also introduced the core values, partner agencies, and research priorities of the consortium.

The consortium focuses on 11 health research priorities such as researches about Infectious and Communicable Diseases; Emergency Response, Disaster Risk Reduction Management for Health and Climate Change Adaptation; Maternal and Child Health; Non-communicable Diseases; Drug Discovery and Development; Health Governance and Management; Health Financing; Sexual and Reproductive Health; Health Technology Development and Innovation; Traditional, Alternative and Complementary Medicine; and lastly, Nutraceuticals and Functional Foods.

A total of 15 health research proposals were presented, and evaluated, during the activity. Local researchers were advised to modify their research proposals based on the recommendations given during the mentoring sessions. They were also instructed to submit their revised research papers as soon as possible for further review and evaluation by the Research Management Committee Members.

In addition, Dr. Josephine D. Lorica, co-chair of CVHRDC Research Ethics Committee presented the Regional Unified Health Research Agenda (RUHRA) for 2017 to 2021 to address the identified health needs of the region.

Furthermore, updates on CVHRDC’s accomplishments in 2017 and upcoming activities for 2018 was presented and discussed by Ms. Clyde Beth B. Caraang, DOST R02 science research specialist I. “Expect for more activities this 2018”, said Ms. Caraang as she encouraged all health researchers not to missed trainings and mentoring sessions that will be conducted by the consortium.

She mentioned that one of the major accomplishments in 2017 was the conduct of the 11th National Medical Writing & 4th Writeshop for young researchers joined by 33 participants nationwide.

Moreover, Ms. Carissa C. Pagulayan, nurse V of the Department of Health (DOH) Region 02 presented one of the main agenda of the meeting. She tackled about the research priorities of the said agency and according to her, they are willing to fund health researches that are align in their list of priorities.

Meanwhile, the Philippine Institute of Traditional and Alternative Health Care (PITAHC) represented by Dr. Maria Theresa B. Mendoza, announced the submission of proposals & discussed their research priority areas while Mr. Zypher Jade G. Regencia, presented their R&D Agenda.

The meeting ended with an open forum to cater the concerns and clarifications from the researchers.

REQUIREMENTS FROM NOMINATING BODY:
1- An official letter of nomination for each nominee separately, adequately justifying the nomination and outlining the nominee's achievements in the prize topic.
2- A list of nominated works.
3- A general information form to be filled by the nominee. This form can be duplicated if more than one candidate is nominated.

REQUIREMENTS FROM EACH NOMINEE:
1- A typed CV of the nominee with a list of his/her publications, one copy of which should be forwarded via e-mail.
2- Accept to present three lectures in his/her field of specialization, at scientific centers in the event s/he is awarded the prize.
3- One original copy of each nominated paper. The total number of nominated papers should not exceed 10.
4- Six copies of each nominated book and/or book chapters. The total number of nominated books and/or book chapters should not exceed 5. The book's title page should be appended with each nominated book chapter.
5- One color photo of the nominee (13x18cm).

PRIZE COMPONENTS:
1- A certificate written in Arabic calligraphy featuring the winner’s name with a brief description of the work for which s/he is awarded the Prize.
2- A Commemorative 24-carat, 200-gram gold medallion.
3- A sum of SR 750,000 (US$ 200,000).

REMARKS:
1- Nominations are judged exclusively on the basis of scholarly merit.
2- Any nomination not fulfilling all conditions and requirements shall be excluded.
3- More than one winner may share the Prize.
4- The decision of the Prize's Selection Committee is final.
5- Nomination documents and nominated works will not be returned.
6- Winners will be announced in January 2019 and the prizes will be presented at an official ceremony later in Riyadh, Saudi Arabia.

PURPOSE

The DOST-PCHRD Undergraduate Thesis Grant in Natural Products provides fund support to all undergraduate students who will conduct their thesis on natural products. The program aims to sustain a research culture in natural products to increase the number of research and later on build a pool of researchers/experts specializing in the field. The program supports he Drug Discovery and Development program of the Department of Science and Technology-Philippine Council for Health Research and Development (DOST-PCHRD) which aims to develop safe, effective and affordable alternative drugs from the country’s natural resources.

Thesis grants will be given to 2 undergraduate entries per region. After completion of the project, a competition will be held to selected qualified students to recognize innovative work on natural products.

NOMINATION PROCEDURES

1. Who can apply

All undergraduate students of Pharmacy, Chemistry, Nursing and Health and Allied Sciences who have thesis proposals on natural products may apply. The proposed thesis study must use plants indigenous in the region. The project must be completed a year after receiving the grant.

2. How to apply

Applicants should submit the following documents to the Regional Health Research and Development Consortium (RHRDC):

a) Duly accomplished prescribed research proposal form with college seal
b) Endorsement letter from the institution signed by the head of the university college dean
c) Soft copy of the proposal (word format) 
d) Hard copy of the proposal using A4 paper (3 copies)
e) Certificate of plant authentication
f) Appropriate clearances:
Bureau of Animal Industry clearance for studies involving animal subjects
Biosafety Clearance for studies involving genetic engineering and pathogenic organisms
National Commission on Indigenous Peoples Clearance for studies involving Indigenous Peoples
Gratuitous Permit from Biodiversity Management Bureau for studies involving collection of flora and fauna from DENR Protected Areas
Ethical clearance for studies involving human subjects
g) Curriculum vitae of the students and adviser using the prescribed form

SELECTION CRITERIA

The research proposals will be rated based on the following criteria:

Proposal evaluation

1. Technical merit
• Objectives are specific, measurable, attainable, relevant and time-bound
• The study design supports the objectives
• The study sample and methodology are appropriate

2. Data management
• The plan for data collection is clearly described
• Quality control procedures for data collection are in place
• Statistical analysis is well described

3. Relevance/Significance
• The study addresses an important health problem
• The study contributes to the advancement of scientific knowledge

4. Proponent/institution’s capacity
• The investigators are qualified and appropriately trained to carry out the study
• The proposed study is appropriate to the experience level of the investigators
• The implementing/cooperating institution is capable of carrying out the proposed study

PROGRAM PROCESS

Deliberation of thesis grantees and winners will be based on the grading/rating during the en banc meeting and oral presentation, respectively.

• Two (2) thesis proposals will be selected per region who will receive a grant amounting to a maximum of Fifty Thousand Pesos (P 50,000.00).
• The thesis fund will be deposited to the bank account of the thesis adviser and will be liquidated after the completion of the study
• A Memorandum of Agreement will be signed between the students, adviser, head of the institution and DOST-PCHRD
• The grant must be expended based on the approved line-item budget

CASH AWARD

After the oral presentation, fund support will be provided to the top 3 relevant and innovative thesis studies. Prizes will be distributed as follows:

Finalists will receive a plaque of recognition.
