The Philippine Health Insurance Corporation (PhilHealth) partnered with the Philippine Council for Health Research and Development of the Department of Science and Technology (PCHRD – DOST) to implement the PhilHealth STUDIES (Strengthening the Thrust for Universal Healthcare through Data, Information, and Knowledge Exchange Systems). 

In line with this, the Council invites the researchers to submit proposals on the following topics:

  2. Assessment of P-CARES
  3. Determination of PhilHealth Leadership Index using an in-house competency assessment tool covering its formal and informal leaders as of February 2016
  4. Interventions for the I3Quip STUDY: A quality of care assessment
  5. Understanding the Health-Seeking Behavior of OFWs
  6. Development of a Standard Costing Methodology for PhilHealth Provider Payments
  7. Development of a Fixed Co-Pay Policy
  8. Evaluation of the Z-Benefits in providing financial risk protection and improving clinical outcomes
  9. Utilization and budget impact analysis for the proposed Z benefit package for premature and small babies compared with case rates for antenatal and preterm complications
  10. Potential Impact of the Expanded ZMORPH Benefit Package.

Last 15 April 2016, the eHealth TABLET (Technology-Assisted Boards for LGU Efficiency and Transparency) for Informed Decision-making of Local Government Units, also known as the eHATID LGUs project, launched several new features of their web application. Held at the Institute of Philippine Culture (IPC) Conference Room, health officers from eleven provinces in Luzon, officials from the Department of Science and Technology’s Philippine Council for Health Research and Development (DOST-PCHRD), and members of the Project NOAH (Nationwide Operational Assessment of Hazards) team attended the orientation and training seminar. Marita Concepcion Castro Guevara, Ph.D., IPC Director, and Fernando T. Aldaba, Ph.D., Dean of the School of Social Sciences of the Ateneo de Manila University, gave the opening remarks to the attendees.

The additional components to eHATID’s web application are collectively known as eHaMBinGG, or eHATID LGU Morbidity Boards in Geospatial Graphs. Two new web-based portals will be included, namely a geospatial morbidity dashboard (GMD) and a comparative morbidity data dashboard (CMD). These will provide health officers with visualizations of selected morbidity cases on the national, regional, provincial, or city/municipal levels and comparisons of morbity cases between LGUs.
 
eHamBinGG can aid in the following aspects of the Philippine health system:
  • Data analytics of morbidity cases;
  • Disease surveillance;
  • Health financing and delivery issues;
  • Logistics management; and
  • Research and other studies.

The eHATID team is set to hold more training and orientation seminars for health officers all over the country.  

eHATID is an IPC project funded by the Philippine Center for Health Research and Development – Department of Science and Technology. The project aims to equip local government executives of data on notifiable diseases and other pertinent information on patients’ health in their locality for better and informed decision-making. The Department of Science and Technology (DOST) will hold the first “Technology Transfer Day:Promoting Research and Outstanding Milestones in Innovation and Science for Entrepreneurship” on 27 April 2016 to highlight the journey of the Department and its partners in revolutionizing Filipino science and technology to be more relevant and responsive to the needs of the local industry.

With the passing of Philippine Technology Transfer Act of 2009 (Republic Act 10055), the DOST, through its partnerships and linkages among scientists, researchers, innovators, inventors, entrepreneurs and industry players, has raised its efforts in building an ecosystem for the transfer and adoption of Filipino technologies into the mainstream market.

The DOST Technology Transfer Day offers opportunities for investors, enterprises and organizations to capitalize on the solutions offered by our home-grown technologies in the areas of agricultural productivity, industry competitiveness, countryside development, environment and disaster risk reduction management, and quality healthcare.

Among the Philippine Council for Health Research and Development (PCHRD)-supported technologies to be featured during the event are Axis Knee System, eHATID, RxBox, ReliefVent, OLTrap, and Biotek-M.

The Axis Knee System is the first and only knee system designed in the ASEAN region which allows access to knee replacement as it is 40-50% cheaper than imported brands. Through its innovative instrumentation and surgical technique, more surgeons can also perform knee surgery without the need to undergo one year fellowship programs. 

The eHealth TABLET for Informed Decision Making of LGUs (eHATID) is an android application which provides real time health information and a facility for direct communication between local chief executives and rural health units (RHUs). Works even without internet connection, eHATID provides decision-making support to LGUs in creating sound and evidence-based health policies and programs. 

The RxBox is a device which captures medical signals through built-in sensors, stores data in an electronic medical record (EMR), and transmits health information via internet. It enables diagnosis, monitoring and treatment of patients from geographically isolated and depressed areas of the country, thus reducing unnecessary travels and hospitalizations. 

ReliefVent is a compact, easy-to-use, volume-cycled servo ventilator which embodies a self-diagnosis protocol for offsite malfunction troubleshooting. Powered by AC/DC back-up battery, ReliefVent can also be used as transport and home ventilator.

Works by attracting female mosquitoes to lay eggs on the paddle drenched with an organic solution, Ovicidal/ Larvicidal Trap (OL Trap) is used to control the population of dengue-carrying Aedes aegypti mosquito.

The Biotek-M Dengue Detection Kit is a confirmatory test for dengue diagnosis which is as accurate as the currently available Polymerase Chain Reaction (PCR) technology yet less costly as it is locally developed. Designed to be used in hospitals, Biotek M would allow less admissions for dengue-suspected cases, therefore saving resources for both hospital and patients.

Aside from technologies that deliver quality healthcare services, local technologies in the areas of agricultural productivity, industry competitiveness, countryside development, and environment and disaster risk reduction management will also be showcased. More than 700 participants including Department of Science and Technology (DOST) Region 02 headed by Regional Director Sancho A. Mabborang joined Philippine Council for Health Research and Development (PCHRD) as they celebrate their 34th Anniversary on March 17, 2016 at New World Makati Hotel.

With the theme "Going Global: Increasing International Partnerships in Research and Innovation for Health", PCHRD Executive Director Jaime C. Montoya  shared during his opening message what PCHRD has done for the year 2015 and gave an overview on what to expect for the coming years.

He mentioned that the said celebration will focus on the globalization for research and education, health and the growing interest for international collaborations.

In his message, DOST Secretary Mario G. Montejo said that the quest of DOST in self-realization and independence starts in the recognition on the key  role of scientists and engineers in making science work to attain sustainable national development.

“By relying more on our scientists and engineers and by empowering them, they have achieved significant breakthroughs in agriculture, industry, disaster preparedness and health… they have come up with many innovative solutions to our problems,” he added.

As he ended his speech, Secretary Montejo congratulated PCHRD as he thanked them and other Health Institutions and sectors of the society for the long standing partnership in addressing different health concerns.

On the other hand, Secretary Janette Loreto-Garin of Department of Health (DOH) through Assistant Secretary Maria Bernardina Flores asked PCHRD to carry on its path in health researches.

“I urge PCHRD to continue its course to strengthen health researches through the following tracks: mobilization of human resources for health, use of information and communication technology in health researches, making health researches accessible and providing opportunities for collaboration and partnership within and beyond our workers,” the Assistant Secretary said.

Dr. M.Jamal Deen, president of Academy of Science Royal Society of Canada, served as the keynote speaker during the event.

It was followed by the awarding ceremony where 2016 Philippine Health Research Ethics Board (PHREB)-Accredited Ethics Review Committees were awarded with certificates of recognition.

Moreover, a panel discussion on International Partnerships and Fairness in Research Collaboration: Learnings, Best Practices and the Way Forward took place. Dr. Manuel Dayrit, dean of Ateneo School of medicine and Public Health served as the moderator, Prof. Carel lJsselmuiden, executive director of Council on Health Research for Development as the speaker and 5 panelists namely: Dr. Lilibeth C. David, undersecretary of Department of Health; Ms. Karen Ann Hipol, Research and Innovation programme manager, UK Newton Fund; Dr. Carmelita Padilla, Chancellor, University of the Philippines Manila; Dr. Charles Yu, Vice Chancellor for Mission and Linkages, De La Salle University; and Dr. Anajav Sakuntabhai, head of Functional Genetics Laboratory, Institute Pasteur Paris have joined the discussion.

To make the eHATID LGU project a reality in Region 02, Ateneo de Manila University (AdMU) Institute of the Philippine Culture in partnership with the Philippine Council for Health Research Development (DOST-PCHRD), Department of Science and Technology (DOST) R02 conducted an orientation, training and deployment seminar to 22 municipalities at Valley Hotel, Feb. 05, 2016.

 

The said project is under the eHealth and Community Empowerment through Science and Technology (CEST), DOST-PCHRD and AdMU that provides health information system and decision-support to various LGUs in decision-making.

 

It has a so-called Electronic Medical Record (EMR) that produces up-to-date archives on health statistical data coming from the Department of Health (DOH) and Health Insurance Corporation (PhilHealth).

 

During the program, Engr. Sancho A. Mabborang, OIC Regional Director of DOST 02, emphasized in his opening message the importance of the participation of each Municipal Health Officers (MHOs) to make the project become successful.

 

In order to realize this project in various municipalities here in Region 02, we need your full cooperation and a solid commitment to make this a reality,” he said.

 

Dr. Dennis B. Batangan, eHATID LGU Project Director, gave an overview of the said project and discussed the memorandum of understanding as well as the conformed agreement document.

 

Aside from having the updated health information, he said, one of the best features of the application is getting an access to it even without an internet connection.

 

“As long as you have the applications with you in your gadgets, [phones, tablets, and computers], you can still browse it without worries,” Dr. Batangan added.

 

The presentation was followed by the turnover of gadgets to MHOs led by Engr. Mabborang, Dr. Batangan and Ms. Claire . Bunagan, DOH-CHD Region 02 representative assisted by the Provincial Directors of PSTC Batanes – Ms. Nora T. Garcia, Mr. Marcelo G. Miguel – Isabela; Mr. Lucio G. Calimag – Quirino; Dr. Teresita A. Tabaog - Cagayan and Mr. Jonathan R. Nuestro  –  Nueva Vizcaya.

 

Two (2) eHATID tablets were given to the MHOs of each town which include: Uyugan, Batanes; Ilagan, Maconacon, Dinapigue, Palanan, Angngadanan, Roxas, and Cauayan in Isabela; Gonzaga, Sta. Ana, Calayan, Tuao, Gattaran and Baggao in Cagayan; Maddela, Diffun, Saguday, Cabarroguis, Nagtipunan, and Aglipay in Quirino; Sta. Fe, and Quezon in Nueva Vizcaya.

 

In the latter part of the program, the eHATID LGU team worked together in discussing and training the representatives on the proper usage of the gadgets.
