THE GLOBAL call for ethical research has never been stronger, and three professional researchers based in the Cagayan Valley Region made sure to throw in their support in a Tagaytay City conference on Nov. 23-26.

Members of the Cagayan Valley Health Research and Development Consortium (CVHDRC) checked in at Taal Vista Hotel for the Forum for Ethical Review Committees in Asia and the Western Pacific’s (FERCAP) 14th International Conference, an annual gathering on the dos and donts in health research.

During the past decade, there has been a growing awareness about the importance of research ethicsamong various research sectors including sponsors, investigators, academic institutions and medicalspecialty associations,”the event’s introductory notes said.

It added: “There is increasing evidence that ethics in research is becoming institutionalizedin many Asian countries as shown by the increasing number of ethics research guidelines, accredited/recognized institutional review boards and the number of training programs in good clinical practice andresearch ethics.

FERCAP was conceived in Thailand back in 2000 by bioethicists and medical experts to establish guidelines for the review of behavioral and biomedical researches in the region.

The Department of Science and Technology’s Victoria B. Mabborang, Senior Research Specialist; Dr. Julius T. Capili, Dean of the Cagayan State University’s College of Allied Health Sciences; and Dr. Josephine Joy D. Lorica, faculty member of the St. Paul University of the Philippines’ Graduate School of Nursing represented the consortium, established in 2005 as a network of government agencies, state universities and colleges, and private institutions engaged in research.

They joined a host of participants from all over Asia and the Western Pacific optimistic about an international linkage to enforce well-integrated and harmonized regulations on the treatment of human participants in research practices.

Nationalhealth authorities, ethics committees, researchers, academic institutions, pharmaceutical industry representatives and even research participants shared their thoughts and stirred the discussions during breakout and plenary sessions, reportings and panel presentations.

Topics ranged from the ethical issues in research grants policy to gray areas inthe management and implementation of interdisciplinary researches. The researchers also discussed minimizing and possibly eliminating unethical practices, and ways to improve consent forms filled out by research subjects

Themed “Embedding Ethics in National Health Research Systems,” the meeting also incorporated hands-on activities so the participants would end up scientificallycompetent, sufficientlyinformed and ethicallydriven when they head back to their communities.

Jointly observed with the first-ever national conference of the Philippine Health Research Ethics Board (PHREB), founded in 2003 as the country’s policy-making body in health research ethics, the convention also provided a platform for stakeholders in the local health sector to discuss hot-button issues still aligned with the treatment of human subjects.

The gathering was co-organized by PHREB and FERCAP, with the help of the Department of Science and Technology - Philippine Council for Health Research and Development, the Department of Health, the Commission on Higher Education and the University of the Philippines Manila-National Institutes of Health. TUGUEGARAO CITY, CAGAYANA refresher won’t hurt.

In fact, for the Department of Science and Technology (DOST) Region 02, a seminar-workshop tackling research at Cagayan State University-Carig from Dec. 8 to 10 will only  improve health professionals’ efficiency at the workplace.

At the College of Information and Computing Sciences’ conference room, health workers whose roles thrust them in research will undergo  various trainings, with the help of expert mentors and training facilitators, in spotting and going about research problems in the field.

Participants, which can also include health enthusiasts, will go through the steps of research via didactics, discussions, workshops and plenary sessions, facilitated by experienced practitioners such as Dr. Roberto M. Macatuggal, Dr. Amiel Nazer C. Bermudez, Dr. Maridel P. Borja and Dr. Josephine D. Lorica.

The lectures will cover an introduction to research and problem identification, literature review, development of conceptual framework, research design, sampling methods, tools for data collection, data analysis and research ethics, the usual processes involved in legitimate research worldwide.

Organizers have prepared corresponding workshops that will practically apply the concepts, and where participants will be divided into groups that will identify a research topic and in the end write a capsule proposal.

Going through the activity, the DOST hopes the participants will be able to revisit and better understand the different steps involved in research.

Presence in 80 percent of the activities merits a certificate of attendance.

The Philippine Council for Health Research and Development (PCHRD) will celebrate its 32nd Anniversary on 14 March 2014, at the Makati Shangri-La Hotel, Makati City.

With the theme, “The Filipino Resilience in Crisis: Connecting Health R&D and Emergency Health Management,” the forum will focus on how health R&D can help in improving the country’s capacity to manage health situations in times of crises.

Champions of health and health research will grace the event including Department of Health (DOH) Secretary Enrique T. Ona, Department of Science and Technology Secretary (DOST) Mario G. Montejo and DOH Undersecretary Teodoro J. Herbosa. Albay Governor Jose Clemente S. Salceda will be the anniversary keynote speaker.

One of the event highlights is the signing of the Forum Agreement for the 2015 Global Health Forum for Health Research.

The parallel sessions, in the afternoon, will include topics on DNA forensic identification, environmental health and HIV and the diseases of the elderly. Afterwards, the PCHRD Scholars’ Society, the Philippine Association of Medical Journal Editors (PAMJE) and Philippine Clinical Research Infrastructure Network (PhilCRINET) will have their respective forums.

PCHRD, one of the three sectoral councils of the Department of Science and Technology (PCHRD-DOST), is the lead national agency responsible for coordination and monitoring of health research initiatives in the country. Through the years, PCHRD has advocated for a strong health research culture and mobilized resources to generate knowledge, technology and innovations to uplift the Philippine health care.

1st Philippine eHealth Summit

The  Department  of  Health   (DOH)  and  the Department of Science and Technology  (DOST)  are hosting the First Philippine eHealth Summit on 4 February 2014, 8:00 AM to 8:00 PM at Sofitel Philippine Plaza, Manila, with the Theme: eHealth Innovations for Universal Health Care.

The Summit aims to be a platform for exchange of information and expertise on what has been done and what is currently being done on eHealth in the country. The forum will also be a venue for presenting the Philippine eHealth Plan and Deliverables, to gather stakeholders’ inputs, and to engage them, for better buy-in, to achieve the vision of a widespread access to health care services and health care information in support of a safer, better, more equitable and responsive health system.

Part of the program is an eHealth Marketplace and Poster Exhibit. The latter is a contest on eHealth research, projects and applications for undergraduate students and professionals.  If interested, kindly contact the secretariat.

We envision the eHealth Marketplace to be vibrant with ideas, products and services on eHealth innovations from the public and private sectors as well as international development partners.
