JASTIP-Net aims to strengthen the Japan-ASEAN research collaboration network, widen and deepen the coverage of JASTIP within the ASEAN region, and seek new collaborations for developing capacities, fostering partnerships and growing new endeavors into mature research projects.

1. Operational linkages among academic sector, government agencies, and private sectors in the ASEAN Member States and Japan.
2. Study a strategy/policy to apply STI collaboration at a country/regional level to social implementation for achieving SDGs in the ASEAN region.

• Energy and Environment Joint Laboratory

1. Implementation Study of Renewable Energy in Southeast Asia

• Bioresources and Biodiversity Joint Laboratory

1. Studies on biodiversity in the ASEAN region contributing to the improvement of identification, collection and/or information.
2. Sustainable utilization of bioresources for biorefinery, bioremediation, wood construction, food or medicine.
3. Plant improvement for agroforestry systems and carbon sequestration contributing to the mitigation of and/or adaptation to climate change.

• Disaster Prevention Joint Laboratory

1. Innovative ideas on disaster prevention, mitigation and recovery technologies and policies peculiar to each ASEAN Member State.
2. How to cope with trans-boundary disasters in the ASEAN region such as tsunami, flood, drought and haze.
3. Understanding and quantitative evaluating disaster risks peculiar to the ASEAN Member States.

Science and technology sector celebrates another success with the President’s signing of the “Balik Scientist Act” on 15 June 2018.  The Republic Act No. 11035 strengthens the implementation of the Balik Scientist Program (BSP) of the Department of Science and Technology (DOST) by providing incentives to foreign-based Filipino scientists who will go back to the country to transfer knowledge and share expertise.

Established in 1975, the BSP aims to promote information exchange and accelerate the flow of new technology into the country through strengthening the scientific and technological human resource of the academe, public, and private institutions.

The law mandates DOST to invite Filipino scientists across the globe to return and serve as experts and consultants in improving the science and technology agenda of the country. The Department approves and awards short-term, medium-term, and long-term commitment of returning scientist.

Among the benefits and incentives a ‘Balik Scientist’ can enjoy include exemption from licensing or permitting requirements from the Professional Regulation Commission, accident and medical insurance coverage, reimbursement of baggage expenses related to scientific projects, and exemption from renouncing their oath of allegiance to the country where they took oath, among others.

Meanwhile, scientists who commit to long-term engagement program receive special relocation benefits, tax and duty exemption to importation of one motor vehicle, personal and household effects, and professional equipment, admission support to the preferred schools of their minor children, assistance in securing job opportunities for their spouses, and monthly housing or accommodation allowance.

The Philippine Council for Health Research and Development (PCHRD), one of the implementing agencies of BSP, focuses on evaluating applicants for the health R&D sector. Since 2007, PCHRD was able to engage with 82 Balik Scientist specializing in various fields such as biochemistry, neuroscience, microbiology, and others.

Through this law, DOST and PCHRD hopes that more scientist will be encouraged to return and help aid the country in improving our S&T agenda through research and innovation.

Tuguegarao City – The University of Saint Louis (USL), through its Center for Health Research and Development (CHRD) and in collaboration with the School of Education, Arts, Sciences, and Health (SEASH) and the Cagayan Valley Health Research and Development Consortium (CVHRDC), held the Health Researchers’ Convergence 2018 with the theme “Treasuring Scholarly Works through Strengthened Evidence-Based Health Practices” on April 18-20 at USL’s Bulwagang Teodulfo Domingo.

The two-and-a-half-day convergence was participated by 195 health practitioners, faculty and students from higher education institutions (HEIs), hospitals, clinics, and a local government unit in Region 02.

Dr. Honorato R. Alzate, Director IV of the Commission on Higher Education (CHED) RO2, stressed in his keynote address the increased productivity of the Region when it comes to presentation of health research results.

The director also emphasized the relevance of evidence-based practices or the so-called “research translation to policy and practice.”

Also during the opening ceremonies, Dr. Emmanuel James P. Pattaguan, USL Vice President for Academics, further set the tone of the convergence through discussing and facilitating interaction on the roles of HEIs in evidence-based health practices.

Moreover, Dr. Julius T. Capili, executive director of CVHRDC and dean of the College of Allied Health Sciences (CAHS) of Cagayan State University (CSU) Andrews Campus, discussed the significance of enforcing ethics in health researches.

The researchers under Professional Category were composed of medical technologists, nurses, a pharmacist, and educators. They were Karen Mae S. Alcantara, MSN; Archimedes O. Bayquen, RPh, MPH; Judy Mae M. Dimaya, MSN; Jonas Usbal Dupo, MSN; Reymel B. Magora, RMT; Jack M. Regala, RMT, MPH; Amiel F. Reyes, MSN; and Jonalyn P. Santos, MSN.

Some of the researches under the said category were: “Exploring the Perceptions of Nursing Students on the Effects of Climate Change to Health: Formulation of a Self-Assessment Tool”; “Knowledge and Extent of Agreement of Community Pharmacists’ Role in Immunization”; and “Nurses’ Knowledge, Implementation, and Attitudes towards Evidence-Based Practice in Al Dakhliyah Governorate, Oman: A Cross-Sectional Multi-Institutional Study.”

Meanwhile for Student Category, the researchers were: Jade Mar C. Clemente, Rucriz Serbeth Q. Guimmayen, Trixie Carla A. Laniog, Rell Genesis C.  Mandac, Mart Louie C. Oamil, Lyra Naveen A. Paudan, and Jedediah Faye D. Siniguian.

They are BS Medical Technology/Laboratory Science, BS Nursing, and BS Pharmacy students from CSU, Medical Colleges of Northern Philippines (MCNP), and USL.

Some of the researches presented under the Student Category were: “Awareness Level of Barangay Baliuag, Peñablanca, Cagayan on Department of Health Programs”; “Biological Evaluation of the Diuretic and Antiurolithiatic Activities of Talahib (Saccharum Spontaneum) Plant Extract”; and “Patient Safety Culture in Secondary Hospitals in Tuguegarao City as Described by Nurses and Patients.”

A total of 19 researches were presented: 9 in the professional category and 10 in the student category.

In addition to the presentations and exchange of ideas, the participants were enlightened on the approved and existing Regional Unified Health Research Agenda (RUHRA) 2017-2022 through the presentation of Dr. Melfei Estrada-Bungihan, chairperson of the CVHRDC Research Management Committee (RMC) who is also a faculty at Quirino State University (QSU).

Dr. Teresita A. Tabaog, Assistant Regional Director for Technical Operations Services of the Department of Science and Technology (DOST) RO2, graced the closing ceremony by sharing on the agency’s Science and Technology programs. She also encouraged the health researchers to apply for grants from the agency for the constant advancement of science and technology in the Region.

Capping the convergence, the Best Oral Presentation award for each of the two categories was given to Professor Jack M. Regala for “Hypoglycemic Effect of Guyabano (Annona Muratica Linn.) Fresh Peel Aqueous Extract in Glucose-Loaded Sprague Dawley Rats” and Mart Louie C. Oamil for “Status of District Hospitals in Cagayan Based on the Regulatory Standards Set by the Department of Health-Bureau of Health Facilities and Services (DOH-BHFS).” Both are from CSU.

The judges were: Dr. Capili; Dr. Estrada-Bungihan; Dr. Pattaguan; and, Mr. Darin Jan C. Tindowen, Head of the USL Center for Social Innovation, Local Knowledge and Education Research (CSILKER).

What: DOST-CVHRDC Research Proposal Writing Workshop for Budding Researchers

The Research Proposal Writing Workshop is a workshop for writing a research project proposal. The workshop discusses the methods on biomedical research writing. It covers the introduction to research processes, Identifying Research Topic, crafting of literature review, indicating critical appraisal and evaluation of & identification of appropriate study designs, sampling designs, randomizations, sample size determination and power. Variables and operational definitions, questionnaire design, data collection procedures, data processing, data analysis using Epi Info software and ethical considerations shall likewise be included in the training.

This training is a three-day (whole day) intensive workshop. The participant will apply the concepts learned during the workshop in finalizing their own research project proposal which they submit two days before the actual conduct of the workshop.  Research proposal review and mentoring will be conducted for the duration of two weeks after the end of the workshop through online submission and critique by selected technical reviewers.  Complete research proposals will be submitted one month after the workshop (July 30, 2018).On-going research proposals may be adopted as working paper for research participants to improve.
